Does anyone have advice regarding a hacked account which unknowingly had cheats used on it, which leads to "Linked Account" ban on another clean account?

Are you talking about one that was purchased and was banned, or one that you already owned that was comprised on and used to hack?

An account i already owned (unused for 6 months) but sadly it was compromised and cheats used on it. - I did some investigating and found a website which shockingly has the login details to the "Hacked" account.

We’ll need a screenshot of said website, also of your origin login history, and any other proof that supports your story posted into a new ban appeal. You can claim that soldier on this account. Do not register another account on the website. Post everything and if your story checks out then the linked ban will be lifted.

Definitely a bugged spectator mode. You can tell partly by low poly textures, the lack of most sounds and it being stuck to the last gadget/weapon used.
