Servers have two types. Ranked or Unranked. In a Ranked server you can earn points and unlocks. Ranked servers also come in two presets and this is where it gets confusing. A Ranked server with a RANKED PRESET can be controlled by admins so weapon loadout enforcement, kicking players, banning players, moving players to other teams, enforcing any rules they see fit in any way they see fit.

On a Ranked server running on the OFFICIAL PRESET cannot be moderated by the server admin. All Play Now traffic is sent to these servers and they are very limited in what can be changed on those servers. The only AntiCheat on an OFFICIAL PRESET server that can remove players is FairFight and PunkBuster. Punkbuster only kicks players if they trigger a violation in that particular round but the player can rejoin the server within a few minutes after that kick. A Fairfight ban temporarily bans the account for a week and then permanently if action is taken on the account again

Another fun fact: Punkbuster does not ban, it only kicks. When the cheat is removed, the cheater can continue playing as Punkbuster will not kick anymore. 3rd party anti-cheats log those kicks and turn them into permanent bans, as we generally agree that EA is a bit too soft on cheaters..

Additionally, server admins can indeed whitelist players that are banned in BF4DB. So if he's playing on a ranked server and the admins do not wish to enforce BF4DB's ban, they can whitelist the player and the ban would not get enforced.
