I can confirm this player is hacking. Here is a video: https://streamable.com/qozmj. Unfortunately it is very short since the match ended shortly after and I was not spectating before that. I started spectating because I suspected the player was hacking from the previous round. If you watch the video the player has very jerky movements, but locks perfectly onto the center of the targets and completely stops all mouse movement when the center is locked on.
