This guy play 90% of the time on the following server showed on the Battlereport. Every Infantry focused map which the server plays his accuracy jumps to the moon. I would ask to the mods to have a look on the guy

On the following video you can see he barely spawns on his teammate and start shooting exactly where I was even myself being behind some wall.

I'm not an expert to recognize a cheater so I would like to ask a second opinion on this (based on his battle reports and numbers like accuracy, HS rate etc)

I see nothing wrong on the streamable. The player just managed to pull the shot of first. The UTS does 12.2 damage per pallet, while a shot of UTS Buckshot has 18 pallets, making it possible for a total of 219,6 maximum damage (on close range, damage drops to a minum 118,8 on longer range ). Getting high accuracy with shotguns is not that strange, as shotgun shot counts as one bullet, but every player you hit with at least one pallet counts as an individual hit. So if i would shoot a UTS into a crowd of 3 people and from the 18 pallets in the one shot 10 of the pellets (122 damage) hit one player, 3 hit (36 damage) the second one and 1 pallet (12 damage) hit the 3th one it counts as a 300% accuracy shot.

Next to this, i see nothing wrong in the players statistics. I see no increased accuracy of headshotrates that would be suspicious.
