Yes, I'm not staff, but policy states that if the account has been used to hack it cannot be appealed.

I am really sad to hear this, I did not use any cheat programs in my life and I did not enter the account more than 10 months
I hope that the officials will help me recover my account

You already recovered your account, but the guy who stole it used it for cheating. The thing is that you are responsible for your account, and if you dont protect it properly, its your fault.. sorry that we need to let you down, but your ban appeal will probably be denied [with a chance of 99%] by the STAFF.. 

You can still play on official or other non protected servers, or you have a friendly server admin that puts you on the whitelist.. But if you want to play without limitations, you should buy a new account and protect it by 2-step verification right away.. 

I am committed to protecting my account and not to repeat this problem because I did 2-step verification.
I also do not have the money to buy another account :(  I am poor
