This is easily doable on the map lockers with no exploits what so ever. All you have to do is put down a MAV as shown in these videos

and including more videos by many popular youtubers such as jack frags and even levelcap so this is a widely know glitch at this point even to the general plebs that play the game.
If this is banable how is zou zou, double revive, fast prone switch not banable or any other glitch in the game. You can even see in his equipment that he has an MAV. This is also very easy to counter with C4 and even a MAV or airburst. Banning someone for this is not an reasonable action. You can do this on a clean install of windows and a clean install of BF4.
Added a new category for Glitching and Stat-Padding; any offenses to glitching or stat-padding will not be considered bannable; but players run risk of being identified as one or the other for server admins to review
your own policy say you cant ban people for it..... and i believe that is for glitches in gun stats and general stats

I for one don't want to play with anyone doing that kind of stuff. Yes, it can be stopped by the enemy team. It can also give a significant advantage if a beacon is placed up there and nobody figures it out. I think their glitch policy pertains to people giving themselves millions of points or kills in custom servers, I could be wrong though.

Maybe admin can confirm but I think it has to deal with EA ToS, glitching out of map is bannable even by fairfight while zouzou, double revive, etc aren't considered.

It is an exploit because you are exploiting an unintended opening in the wall to get to an area not intended for play. Just because it can be done does not mean it should be done. The zouzou is counter-able and can be done accidentally. There is not enough of an advantage gained from doing a zouzou that it can be considered a glitch.
