Hi, I play with someone who I think cheated a while back but has since lowered his stats to make them normal. I remember seeing a link a while ago to something like bf4cheaterreport.com that let you easily look up battlelog reports from a specified time frame. However, when I enter that or similar urls, I don't get anything meaningful. Can someone please link me to that website if it is still functional please? Thanks!

Umm I don't think so. You need to find those suspicious ones by yourself.
