The idea has been thrown around before but the general consensus is that there are too many edge cases that would need to be considered in the algorithm which would add to the complexity of the algorithm and make the algorithm less reliable to the point that each case would need to be manually audited, therefore at this point in time it would provide very little if any real benefit to the ban and appeal processes.

It depends, they might be using a vpn or proxy. if you can determine if two or more of accounts have played at the same time it's safe to say it's probably not a residential IP address. Either way it's up to you to ban based off the IP link. I know I've banned non-residential addresses because of repeated abuse from the same IP, better safe than sorry in my opinion. Either way, if the IP is shown in the linked accounts tab you can use https://iphub.info/ to check if it's a residential address. Keep in mind it's not 100% accurate.
