He's wallhacking, doesn't look like an aimbot to me, although he might be using that as well at times. Evidence:

Also, an obviously terrible player with PKP Pecheneg 5 KPM, 53 % HSKR and 21 % accuracy. Seems legit.

Note: the battle report is not from the match I recorded - he got none from that because I banned him.

He uses aimbot. Reported him on SIC server, and banned for aimbot by admin.
