13% accuracy is nothing strange for a decent player. Especially if the player plays maps like locker where a lot Close quarters combat will be. No statistic indicate the player is using damage mod. Most likely you or the player have a high ping, or you suffer from other connection issues like high latency (variation) and/or package loss. Another explanation could be that your equipement has troubles running the game which creates framelag.
