He seems to be using only damage mod.

He kills really fast with a really slow weapon (M249) and sometimes without even aiming (that weapon hip fire is horrible).

This guy is definitely a cheater player. He moves like a bot, but kill likes a pro. He has not even aimed at the enemies with scope, just shoot on the right place, in the right time.  PS.: Moments after that I had entered to spec him, he left the server, magically.

both videos don't show any evidence of a wallhack/aimbot. the cheatreport doesn't support any evidence of damage mod. i would have liked to see what his ping was as that is a large factor in what looks like 1 frame deaths. however your server doesn't even show peoples pings, indicating some form of packet filtering is enabled. that in itself will increase latency multiple times over.
