This is a TDM game, so you can't get there without teleport or flyhack. Although I have not seen the deed, I believe Cptboom123 got on the roof in the first place, then palika just spawned on him, as Cptboom has more kills and is the one who planted the bacon (he's recon, palika is support).

As the video doesnt show the player flying we can't say who teleport or flew there. Therefor we can't say the player used cheats to get up there or he just spawned on a teammate.
