I did some spectating. In one of the videos he asks why I am spectating, when he has no way of knowing that I was spectating without a spec alert. He also pretty clearly aims at some unspotted enemies through the wall of alleyway. Wallhacks for sure.

Adding onto this with my own footage of later, showing that I never announced that I was leaving match to spec or while spectating.... proceeds to do the same.

After confirming with an Admin about what I can do here, this is the verdict:
It is an smurf account and the person has already made an appeal proving his high HSRK performance in video (video appeal). He goes for headshots
PCASE, I noticed that you use the game browser. Battlelog shows when there is someone is in the spectator slot, if you already talked in the chat with him and came back is not so difficult to know when is the same person.
Nothing suggests Wallhack.
