I believe he is cheating.  47 sniper kills, 65 headshots.  even if all his sniper kills were headshots that leaves 20 other headshots .

here's another report with 39 headshots out of 78 total kills. that's half of his kills are headshots.

He does have a 60% hs rate with the A-91 & P226 pistol.
