When i confronted him, he tried to base his denial that it was a smurf account.

I asked him what his main acc was

He said - Play4Best

So if you agree with me that he is cheating, then you also have his other account to ban.

Previously this account had been marked clean stats. Which in all honesty I think 95% is but you can see some few games tht recently with a few matches he decided to try a cheat, but didnt want to continue to use his main account and thus bought the game to cheat on his smurf account, thinking he was smart.
