It's not unfortunately. I got to be honest, I don't see anything here that suggests he's cheating. I believe this is a person's alt, but I'm not certain of it.That's not clear enough?

As seen in the player's feed it is a gametime account so it might be a bit more obvious however I myself as a scout pilot wouldn't say this is impossible to do even without hacks.
