Would need to see more footage than that. 31% accuracy doesn't prove cheats either. 

If you could get some spectator footage then we can review it but currently there is nothing for us to base a ban on

It´s not deadproof evidence but 31% on aek is very unlikely for someone who has just 6hours playtime with it ... I know you have to play devil´s advocate here to maintain a fair playfield. It wasn´t the only time that he kills like that, I will try to provide more footage.

Playtime with a weapon isn't really applicable. He has 1100 kills with the gun and getting used to the behavior of a new gun takes little to no time for a dedicated infantry player. I'm not saying your concerns aren't valid though. 

As soon as I started to spectate him his skill dropped and it seemed like he played bad on purpose. Acting like he dosen´t saw the enemy who crossed his view point ... Not a real proof but just to mention it. His battlereport of that spectate round, his k/d was low but a lot of headshots.
