Please bear with me, as this is going to be a lengthy report with a large amount of evidence that I believe is more than enough to warrant a ban.

This is an old clip of 17Wendy, in which there is blatant no recoil on the Famas, and there is a very odd moment I'd like to highlight. Please skip to @1:42 seconds and slow to .25x and watch as Wendy performs a zou zou down the hallway (this is extremely odd because if you watch the weapon/ammo counter, he rapidly switches between the knife, famas, single fire and automatic fire, faster than is physically possible with a keyboard and mouse. Players who have mastered the zou zou well can't perform it anywhere near as fast as he does. This is obviously some form of macro script.)

This clip is another blatant example of no vertical recoil on the famas. Even the best players struggle to control recoil that well, and his vertical recoil is non existent, which I believe is the result of a no recoil script/cheat. I've spectated many good players before, and I've never seen a level of recoil control this precise. The clip is long, however I believe if you watch it you will find many moments of suspect/questionable gameplay. If I had premiere pro, I would place a focus point and calculate his recoil, however I no longer have my subscription. It is worth noting as well, there seems to be very little side to side recoil, which is random, and impossible to control with a macro, so I leave this point up to debate whether or not this is an issue.

In this clip, if you go to @ :39s, and slow the video speed to .25x, you can clearly see 17wendy kill two players on near full health with 1 bullet each. The Groza has high damage, but definitely not this high. It's extremely suspect, and if you watch longer, you can see what I believe to be clear evidence of a damage modifier.
On top of this existing pile of evidence is more circumstantial information which I believe you should also consider in this report.
I will link multiple screen shots verifying that 17Wendy is VAC banned on Steam for cheating. The link is positive, and you can confirm it yourself via the screen shots.

While I recognize that your organization does not issue bans based on third party bans such as VAC, I think it should be strongly considered in this scenario, as if he is capable of cheating on Steam, I would strongly contest that he would repeat those offenses on BF4.
Ultimately, it is exceptionally obvious that 17Wendy utilizes some form of anti recoil script, as well as possibly a script for movement due to the zou zou in the hallway. On top of this, his steam VAC ban is proof that he is a known cheater. In game, you frequently see Wendy go on large killstreaks and high KD/KPM games, followed by him leaving/rejoining the match and doing much worse. I believe this is to reset his stats, as only the last game will show up in BF4CheatReport, so his stats won't be highlighted as suspicious.

I'd also like to take some additional evidence into consideration - this strange discrepancy on the player's overall spot count. You can see here 28 spotting ribbons on the bZ server, followed by multiple games with far lower spotting counts, with both the same weapon and other weapons.
While a target detector could lead to a higher spot count, I have ran target detector on multiple occasions and have never seen a spot count this high on my BF4 Cheat Report (and I already suspect this player leaves matches to reset his stats, as he frequently leaves matches in which he is doing extremely well and rejoins).

Multiple reports you can see in his cheat report with much higher spot counts, after digging just a bit deeper. 40+ spotting ribbons on lockers is extremely hard to achieve, even with a target detector equipped (if he was using one)
The spotting column on bf4cr is not representing the number of ribbons, its calculating the number of spots made from the number of ribbons they got. That value of 40 spots is just 40 spots because they got 10 spotting ribbons that round
