I can understand that you want to get those kills fast so the HSKR is not quite a big problem in this case since it's generated from kill-trading. The problem here is the KPH, or should I say the damage stats. M60E4 has a max damage of 33 so a headshot kill needs 2 bullets in a server with 100HP. According to the first battlereport, you got a 95KPH, which means you got a kill with 1.05 bullet on average. This is possible on 60HP server since a M60E4 headshot deals 70 damage, but isn't on 100HP server.
The second battlereport showed a KPH of 41, which is the same case. You have a 50% HSKR on that round so the KPH should be lower. Even if you shot at the head first then finished the kill with a body shot, the KPH is still a little bit high.
In conclusion, these stats are possible to get if the server is set to 60HP. I've tried to find battlereports that were around the time you stat-padded (2016/10/08) but none of them indicated that. The player a.k.a JianShang-boss from the battlereport I used as comparison had a normal KPH of 20 which is the stats of CBJ-MS that you are supposed to get in a 100HP server. And there are more of those reports indicating 100HP setting, although they were all before your stat-padding.
Due to the evidence I found, combined with your reply that the server is not set to 60HP, I cannot lift the ban right now. But I highly doubt if someone would use DMG mod when stat-padding, so I suggest that you can try to ask your friend if they had any battlereports around that time to prove the server was once set to 60HP.
