He was 40~kills/10~deaths before he was called out in chat for instant killing people. He seemed to turn it off after that and finished the round at 63 kills/45 deaths and 45% accuracy.

Sorry for the super crappy quality, my shadowplay broke when I tabbed out of the game.

Video looks normal. Slow it down to .25x speed, and you'll see the damage drop incrementally.
However, I found some other things, but I'm going to wait it out until I get a consensus from the others.
