we play on almost empty server and this guy always know ur position, and it was too far to use recon motion tracker, always prefire with sniper rifle. later i try to make spectator vids. im pretty sure this guy 100% cheater.

Pre fire with sniper rifle? Isnt that more of a semi auto/full auto gun thing?

The things you call Wallhack/ESP may be an experienced player with an good set of headphones..

A recording from his perspective (spec mode) would be usefull.. minimum got changed to 720p 60fps if i remember correctly.. unedited/uncut with ingame sound and the longer the video, the better it is.

you may have not seen my first answer, i checked his stats and compared to his overall KPM (and in general) his HSKR combined with KPM look okay since he used sniper rifles. 

Or with other words; "Clean Stats"

If you think he uses ESP/WH, go record some footage like i mentioned before, we cant see that stuff trough battlereports.
