60% and 70% hs rate with high KPM is impossible in this game due to the gun mechanic called "spread". We cannot confirm the act of stat-padding (which is by the way against EA TOS), there were no "stand still and farm headshots with reviving non stop" battlefield 4 server to our knowledge, nor it seems viable judging from your battlelog battlereports list  (no server say "boosting/farming/whatever"). There is no reason to believe you boosted and therefor the decision is made.
